Barbara Heller

Barbara Heller is a consultant specializing primarily in the parks and recreation industry for local and state government. She has conducted strategic planning, master planning, service quality assessments, operational/organizational reviews, and facilitation of public engagement processes and staff training throughout the United States. She was a principal with PROS Consulting, LLC. Prior to becoming a consultant, Barbara worked more than 30 years at the local government level with a variety of park systems. She was the Executive Director of the Naperville Park District in Naperville, Illinois, and held positions in municipal government in Arlington, TX, Montgomery County, MD, and Prince William County, VA.
