Bill Carr

Bill Carr has 20 years of technical and information technology management experience. He has held every position in information technology including programmer, database analyst, security, operations (servers, network and infrastructure), project manager, GIS and customer relationship. He was chief information officer at the City of Cedar Rapids, responsible for all aspects of the city's IT operations, infrastructure, application/database development, support and maintenance, including information service deliver, support and security. In Cedar Rapids, Bill accomplished a $3.3 million technology transformation resulting in $6 million in technology savings, avoidance and reallocations, along with 600 IT process improvements, and integration of applications and communications. His reorganization of the IT structure saved the city more than $200,000 per year in personnel services. Bill has also served as Kentucky's State Director and Chief Information Officer for the Environmental & Public Protection Cabinet, and served in the U.S. Army.
